80th Street E. (County Road 28) Trail Construction

County Project 28-69

Dakota County is developing plans to construct a trail along the north side of 80th Street E. (County Road 28). The trail is between Cahill Avenue and Concord Boulevard (County Road 56). The project includes construction of a 10-foot-wide paved trail along the north side of 80th Street E. It also includes pedestrian ramps and other safety improvements at intersections.​

This project was recommended in the Dakota County Transportation Plan and Dakota County Pedestrian and Bicycle Study. They identified this area as a priority trail gap.

It was also recommended in the Inver Grove Heights Schools Safe Routes to School plan. Design, construction and funding of this project is coordinated with the Mississippi River Greenway trail project along Concord Boulevard. Updates on the project will be posted as they are available.

Field data was recently collected, and the project team has begun the design process. Throughout 2024, we will continue designing and sharing updates with the community. Construction has been proposed for summer ​2025.

Road closures and detours

Traffic control devices and warnings will be placed in advance of construction. Expect delays and lane closures. Please exercise caution for your own safety and construction workers' safety.

Community engagement

The county held an open house on Wednesday, July 31, 2024 at Veterans Memorial Community Center. Residents could learn more about the project and get their questions answered regarding proposed designs and when to expect construction.
