Concord Boulevard (County Road 56) Intersection and Crossing Improvements

Coun​​ty​​ Project 56-14

​​​​Dakota County is improving pedestrian and bicycle safety along County Road 56 (Concord Street/Concord Boulevard). The project is planned from Highway 55 to Interstate 494 and along the Mississippi River Greenway in Inver Grove Heights. This project will make intersection and crossing improvements along and across Concord Boulevard.

The project study assessed the existing crossing conditions at intersections along Concord Boulevard. It identified ways to improve crossing safety and enhance connectivity in the area. The study was completed in January 2023. The improvements identified are in final design and scheduled for construction in 2026.

This project is being designed and constructed in coordination with the 80th Street Trail in Inver Grove Heights and other improvements along the Mississippi River Greenway. See the 80th Street Trai​l project page for more information.

Community engagement

The county held an open house on Monday, Nov.  7, 2022​ at the Veterans Memorial Community Center. Residents shared their experiences with crossing Concord Boulevard and using​ the Mississippi River Regional Trail.​​​

The county held an open house on Wednesday, Jan. 25, 2023 at the Veterans Memorial Community Center.  Residents shared feedback and viewed crossing improvement concepts.

​The county held an open house on Wednesday, July 31, 2024 at Veterans Memorial Community Center. Residents could learn more about the project and get their questions answered regarding proposed designs and when to expect construction.
