Concord Boulevard (County Road 56) Intersection and Crossing Improvements
County Project 56-14
Dakota County is improving pedestrian and bicycle safety along County Road 56 (Concord Street/Concord Boulevard). The project is planned from Highway 55 to Interstate 494 and along the Mississippi River Greenway in Inver Grove Heights. This project will make intersection and crossing improvements along and across Concord Boulevard.
This project is being constructed in coordination with the 80th Street Trail in Inver Grove Heights and other improvements along the Mississippi River Greenway. See the 80th Street Trail project page for more information.
Traffic control
Please do not move or take the traffic control devices for your own and construction workers’ safety. Burnsville Police will be patrolling the area.
The access for residences will remain open during construction. Expect delays.
Construction updates
Aug. 7–15
- Staking and preparation for pouring concrete on the outside curbs
- Pouring concrete curb is tentatively scheduled for Monday, Aug. 10
- Patching pavement around the new curb and working on foundations for the signal systems will follow later in the week
Pedestrian ramp improvements (northeast & southeast corners) tentatively scheduled for the week of Aug. 17:
- Removing curb
- Pouring new curb for pedestrian ramps
- Patching pavement near curb repairs
Adjacent lanes will be closed.

Community engagement
The county held an open house on Monday, Nov. 7, 2022 at the Veterans Memorial Community Center. Residents shared their experiences with crossing Concord Boulevard and using the Mississippi River Regional Trail.
The county held an open house on Wednesday, Jan. 25, 2023 at the Veterans Memorial Community Center. Residents shared feedback and viewed crossing improvement concepts.
The county held an open house on Wednesday, July 31, 2024 at Veterans Memorial Community Center. Residents could learn more about the project and get their questions answered regarding proposed designs and when to expect construction.
