Mississippi River Greenway – Hastings Bluff

Dakota County is reconstructing and resurfacing the Mississippi River Greenway from County Road 42 to U.S. Lock and Dam No. 2 in Hastings.  Reconstruction will address slope, curve and pavement quality that do not meet Dakota County Greenway standards. It will result in a safer 10-foot-wide off-road trail for users.​

Project ov​​erview

The project components include:

  • Resurfacing pavement between County Road 42 and U.S. Lock and Dam No. 2.
  • Lowering of trail to reduce slopes and increase safety.
  • Widening of trail from 8 feet to 10 feet and expanding curve for increased visibility.
  • Tree clearing for new trail alignment.

Community engagement

A public open house was Tuesday, Jan. 23, 2024 in the Hastings YMCA Multi-Purpose Room.

The open house introduced the project; asked for resident feedback on walking, biking, rolling, and driving experiences in the project area; and discussed potential improvements.​

A public open house was held Monday, May 6, 4:30-6:30 p.m. in the Hastings YMCA Multi-Purpose Room.

The open house shared the alternatives for improvements along County Road 42. The project team answered questions, gathered feedback and discussed the alternatives.

A public open house was held Wednesday, Dec. 3, 2025 from 5-7 p.m. at the Hastings YMCA Community Room.

County staff presented the preliminary plan and was available for questions and discussion.
