All-Hazard Mitigation Plan

Federal law requires states and counties to prepare plans that:

  • Identify natural and manmade hazards that pose a risk of injury, death or property damage
  • Rank the hazards by severity and likelihood of occurrence
  • Identify strategies to minimize future risk before disasters occur

The Dakota County All-Hazard Mitigation Plan covers all townships and cities in Dakota County. The plan is required to maintain eligibility for federal disaster relief and grant dollars. Cities participated by developing city-specific mitigation strategies for the new draft plan. The new plan includes additional strategies for pandemic, water supply contamination, cyberattack, and a newly added hazard — civil disturbance.
