Pilot Knob Road (County Road 31) Visioning Study

Dakota County and the cities of Apple Valley and Eagan are working together on the Pilot Knob Road Visioning Study. This study covers about 8.3 miles of Pilot Knob Road (County Road 31) from Corporate Center Drive in Eagan to 144th Street West in Apple Valley.
Pilot Knob Road is an important north–south route for the region and helps many people travel between communities, especially Apple Valley and Eagan. The area around the road includes places that support walking, biking and transit, so the study will look at all types of transportation. The study will focus on access management, safety, traffic, non-vehicle uses and more to determine possible future improvements along Pilot Knob. All the needs will be considered in the study and its recommendations.
Background
Several studies have helped shape the Pilot Knob Visioning Study.
- 2012: Dakota County and Eagan completed corridor study for Pilot Knob Road.
- 2020: Eagan and Apple Valley each approved their 2040 Comprehensive Plans.
- 2021: Dakota County released its 2040 Transportation Plan including Transportation goals and partnership wither other agencies.
- 2025: Apple Valley updated its Bicycle and Pedestrian Plan.
