St. Paul man charged with 2 counts of attempted first-degree murder after shooting at Eagan officers

Adrian Ricardo Flowers, 37, was charged* today with multiple felony offenses following an incident that occurred at a residence in Eagan, Dakota County Attorney Kathy Keena announced.

Flowers was charged with two counts of attempted first-degree murder (peace officer, prosecutor, judge or guard), two counts of first-degree assault (peace officer, prosecutor, judge or guard) and two counts of obstructing legal process (peace officer) (knowledge of risk of death, substantial bodily harm or serious property damage). He’s also charged with a firearm violation (crime of violence conviction) — Flowers is prohibited from possessing firearms related to a prior conviction of unintentional second-degree murder while committing a felony in Ramsey County.

According to the criminal complaint, Aug. 15 at approximately 6 a.m., officers responded to a report of a domestic disturbance at a residence in Eagan. When they arrived, Flowers along with a female holding a small child, were outside. As officers attempted to speak to Flowers, who appeared to be under the influence, he became argumentative and told officers he was going back inside the house. Officers told Flowers to stop walking but he ignored their commands.

As officers worked to restrain Flowers, he pulled a gun from his waistband and pointed it toward an officer’s head. Flowers then pulled the trigger and fired one shot, narrowly missing the officer. He then pointed the handgun toward another officer, pressing the muzzle into the officer’s torso and pulled the trigger. The gun did not discharge. Officers were ultimately able to pry the gun from his hand.

After inspection of the gun, it was determined the round that loaded into the chamber after Flowers fired the initial shot had jammed, preventing the gun from firing again.

“Our law enforcement partners in Dakota County put themselves in harm’s way every day to keep our communities safe,” said County Attorney Keena. “I have tremendous appreciation for their unwavering commitment to public safety. The outcome of this incident could have been so different, and I’m grateful no officers were killed or sustained any serious physical injuries.”

Flowers is currently in custody at the Dakota County Jail. Judge Christopher Bates set bail at $1 million without conditions ($750,000 with conditions). The next court hearing in this matter is scheduled for Sept. 9 at 9 a.m. in Hastings.
